is sued by the Commissioners of Education, enjoining all students to wear native cloth, and pamphlets have been

published by the Municipal Propaganda Department urging

the use of all-native goods. A letter has also been

addressed to ladame Chiang Kai-shek as the first lady of

the land to enlist her support for the movement. it is

as yet too early to ascertain whether this campaign will

lead to any serious falling off in the demand for foreign

piece-goods.

The Man Kwok Yat Po, a leading Canton newspaper

in its issues of the 17th and 18th of April, refers in

somewhat acid terms to the conclusion of negotiations for

the rendition of Wei Hai Wei. The paper says England

only offered to return this territory at the Washington

Conference because she was afraid of reasonable criticism

and that her promises have up to now proved to be empty talk. No other paper went beyond publishing the text of

the treaty.

6. The last three weeks have seen the price of rice mount higher than it had been for the last six years. Contributory causes to the rise in price have been reduced production in Southern China on account of political unrest and disorder and the increased cost of purchase from Indo-China and Siam on account of the fall in silver,

together with a succession of bad harvests.
